In the conditions of state independence, one of the key mechanisms for the development of key sectors of the country is the annual Message of the President of the Republic of Tajikistan to the Majlisi Oli of the Republic of Tajikistan and all the people of the country. This year's Message of the Great Leader of the Nation to the intelligentsia and the noble people of Tajikistan covered all the achievements and achievements of the country in all areas, and also determined the prospects for the development of the state.

The Message of the President of the Republic of Tajikistan, Honorable Emomali Rahmon, on the main directions of the domestic and foreign policy of the republic is an annual report of the state and government, which describes the progress and achievements of the country's economy and politics in recent years, progress in the social sphere, problems in all areas, and sets out instructions and tasks for the coming years.

In this year's Message, the President of the Republic of Tajikistan, Honorable Emomali Rahmon, proposed to declare 2025-2030 as the "Years of Development of the Digital Economy and Innovation" in order to expand innovative processes and comprehensively use the capabilities of digital technologies in the economy.

In our opinion, to implement the “Years of Development of the Digital Economy and Innovation”, priority should be given to specialists with specializations in the digital economy, programming, artificial intelligence, computer security, and computer intelligence technologies for information protection. The Institute of Innovation Technology and Management in Kulyab is the main base for training such specialists.

The state educational institution of the Institute of Innovation Technology and Management in Kulyab is one of the achievements of state independence and was established with the direct support of the eternally wise Leader of the Tajik nation, Honorable Emomali Rahmon, on the basis of the branch of the Technological University of Tajikistan in Kulyab.

At the Institute of Technology and Innovative Management in Kulyab, with the adoption of the Strategy for the Development of Artificial Intelligence in the Republic of Tajikistan for the period until 2040, after studying, analyzing the material and technical base, existing capabilities, taking into account the proposals and suggestions of relevant structures and specialists in the field, by the decision of the Council of Scientists and the Scientific and Technical Council of the Institute dated 08/28/2021, the Faculty of Digital Economics and Artificial Intelligence was established. On this basis, on the basis of the Department of Programming Technologies and Computer Engineering, the Department of Programming Technologies and Artificial Intelligence was opened. The management of the Institute appealed to the Agency for Supervision in the Field of Education and Science under the President of the Republic of Tajikistan for the organization of effective activities of the newly established faculty (Digital Economics and Artificial Intelligence) and for the opening of specialties related to this field in the following specialties:

- 1-400301 - Artificial Intelligence;

- 1-40030102 – Computer intelligence technology for information protection;

- 1-40030104 – Computer intelligence technology for distance learning;

submitted applications, which after the study and conclusion process were included in the license application of the institute, and from the 2022-2023 academic year, applicants were accepted to the institute in these specialties and will lay the foundation for the application of artificial intelligence in the future.

At the same time, the necessary equipment for the Faculty of Digital Economics and Artificial Intelligence was obtained from the European Union ERASMUS+ project entitled “Establishment of training and research centers and development of courses on Big Data (BigData) intelligence analysis in Central Asia (ELBA)”.

Also, based on the plan for advanced training of employees of the Department of “Programming Technologies and Artificial Intelligence” at the University of Primorska in Slovenia, Koper (3 people), at the University of Santiago de Compostela in the Kingdom of Spain (3 people), and the Polytechnic University of Turin in Italy (7 people), young teachers completed advanced training courses and received certificates of completion.

We all witnessed that during the presentation of the Message to the Majlisi Oli of the Republic of Tajikistan, the Leader of the Nation, Emomali Rahmon, proposed to establish a University of Innovation and Digital Technologies on the basis of the Institute of Technology and Innovation Management in Kulob.

The Leader of the Nation emphasized that this university should be given the status of the main base for training specialists in this area, and in addition, relevant faculties and departments should be established in all higher professional educational institutions of the republic.

The Head of State instructed the Ministry of Education and Science, the Agency for Innovation and Digital Technologies, and other relevant ministries and departments to develop and submit to the Government of the country, within four months, the necessary draft regulatory legal acts on this issue.
